Low latitude ionospheric behavior during solar transient disturbances of solar flares and storm time penetrating electric fields comprises an important part of the Earth\textquoterights space weather. Where does the Thermospheric Ionospheric GEospheric Research (TIGER) Program go? At the 10th Thermospheric Ionospheric GEospheric Research (TIGER/COSPAR) symposium held in Moscow in 2014 the achievements from the start of TIGER in 1998 were summarized. The Wind Imaging Interferometer (WINDII) was launched on the NASA\textquoterights Upper Atmosphere Research Satellite on 12 September 1991 and operated until 2003.
